The GOG team has said (right when they introduced the friends list system, in fact) that this will be implemented soon™, it's just not done yet.

Personally, I prefer a manual friend system, ie. talking to people and getting to know them over time, but I can understand how people who are used to friends lists elsewhere might appreciate having a similar system here.
