I agree, it has some normality, abnormality and just some "wrong things" to it. However, it is a picture. I think it was taken as a screen-cap from some game and slightly modified. But I could be mistaken.
You're going to have to post a closer picture than that if you want us to tell. It's like that MGS V comparison where they used the tiniest pictures possible to compare. You realize that's not how things should be done, right? You can't see the imperfections like aliasing and such, so of course, the comparison is going to be moot.
Real pic.
Personally, it looks like a painting to me.
It can be misconstrued as a painting, but one might have to ask the answer how long it took to paint it.

It's too crappy to not be a photo.
It's got a certain fakey quality to it, but I would say it's a real photo.
The water at the bottom of the pic is blurry and distorted and the buildings look a little too "perfect" to be real.

If it's fake, it's just meh. If it's real, it's a crappy pic and/or photoshopped.
Real pic. I don't think anyone would ever bother to make so many variations of palms and foliage.
I think it's a fake (I guess rendered), I base it only on the fact that I see no shadows or hint of a shadow anywhere in the pic.
