Because GOG is a store, their "news" articles are actually advertisements, and they think the announcement will make more people buy the DLC and give them money.

It's a free update to the DLC that adds more content. It costs more than the base game because it's new, relatively extensive, and the base game is 5 years old, on sale, and heavily discounted. Any more questions?

In my opinion, no. Most of the DLC is just different Clans with unique things like buildings or abilities. They are like the Civs in Age of Empire 2. All Clans look the same and have small unique things mix up the strategy little.

I'm not sure I've ever played a game where any DLC was necessary, and in this case, I played only the base game for quite a while. Eventually I got a couple of the DLCs, and they were worth it for freshening things up a little, but I think you'd have to be, like, really really into it for you to want them all. This particular DLC is somewhat more interesting because it adds story missions instead of just more clans, but I've moved on by now. Maybe sometime I'll go back to it.

Because it's not paid. :) How many paid updates actually exist must be close to zero; it's more like shorthand for "content added without having to buy DLC". Although buying DLC for DLC would be...something.
