I have TW2WDTool for 64 bit systems.
I also have WDpackager for 32 bit systems (primarily used for TW1)

WD files contain par files which has all items in a TW1/TW2 game, when viewed with a hex editor.

Anyone know of a TW1WDtool or WDpackager for 64 bit systems?

You could try to contact the chap who created this excellent mod (which unfortunately is only not for the new parts) and see if they have a workflow:

I collaborated with youngneil1 during his work on the worldmerge mod. Unfortunately he dropped out of sight and nobody can locate him. The TW2WD tool is easily found. The WDpackager, which I have for 32 bit, is harder to locate and the official site is not listed.

That's the one I already have. It's for 32 bit. Luckily I have an old Vista 32 bit system to do work on the TwoWorlds.par file.

That’s a shame. You could try running it on a virtual 32bit image?

Oh, to add, I see raven s cry uses these wd files too. There was talk of the developers releasing the mod tools. As far as I am aware they never did though.
