1. If that error happens frequently (e.g. for explorer.exe too), you have a corrupted user profile. You can fix it by creating new user profile.

2. Alternative solution. Use a good/trusted registry cleaner. It may be helpful.

3. Did you try "Run as administrator"?
Try freeware Unlocker,and it will delete the leftover stuff.
Also think you may have a minor problem in PC..
Well if nothing odd was installed with the game, you can just delete the game directory, then go to the uninstall section in the control panel where it will complain it can't find the uninstaller and offer to just remove it from the installed list...

This assumes only basic dependencies were installed (like visualstudio dll's and direct X versions...). But if there's a problem, try running a scandisk on it (although you're likely going to have to reboot so it will do it before windows loads)

Well I have the same problem as you. And I assume its because I mess with my registry editor prior to this.

(I was deleting registries relateing to a malware my computer got infected with)
