As the title says I am playing Tomb Raider 2 and am stuck in windowed mode. There is no option in the game settings to change the display, only sound and controls. So how do I get back to full screen?

Have you tried alt + enter, I think that is the key combo is dosbox to full screen. Also, there is likely an ini file or something, will may get a chance to look later.

I have tried that, unfortunately it didn't work.

Right, I just downloaded the offline installer:setup_tomb_raider_2_20180108_(17720).exe
From the website. Downloaded and installed it to c:/mygames.
Ran it and it shows a configuration screen with options for full screen, screen resolution etc. So you should try different settings in there.
IIRC, the configuration utility shows by itself only on first launch. You have to find it (in start menu most likely) and set it there.

Or just use DgVoodoo and configure everything in that. I had an issue with white lines around polygon edges which Voodoo fixed.

Oh, ok. There is a setup file in data folder. But yes, maybe better using dgvoodoo.

I remember that in the old tomb raiders (2-3-4), you can force the configuration window at launch with the command line -setup or -config, not sure which one exactly.

Anyway dgvoodoo2 works very well in those titles
