A friend of mine actually worked at TecToy as an intern, before the Zeebo era. She said her job was basically porting cel phone games to the Genesis hardware (this was around 2007), without any documentation to help. She didn't really like it much.
Brazil is a complicated market, mainly due to our government being insanely shortsighted and self-serving, though I don't really think that us, the people, are much better. :(

A good part of TecToy's business has always been re-releasing the Genesis and the Master System, generally in somewhat newer designs and with a lot of games in the memory, both classics and poorly made homebrews. and no cartridge slot or any way to add games to the consoles at all.
I believe that at that particular time, they were trying to add to those pack-in games a lot of mobile ports so that they could offer something that was a bit newer and more attractive to the potential consumer. I could ask her about the games she worked on, but she never mentioned any specifics to me before, she might as well not say anything now.
Nowadays, they got into the "classic console crazy" with a classic design Genesis that both has 20 games in the memory and a SD card slot for roms (but won't run Virtua Racing, as stated in the box). There was also a version before that with no SD card slot, I believe.
