I just made a post in the Fallout Series forum, and have checked, reloaded the page, waited, tried again, and my post isn't showing up. So I'm trying this test post here to see if it works here in the general forum or it's maybe something on my end.

EDIT: Yep, this one is showing up. But I just checked the Fallout Series and the other one is still NOT showing. Weird. Maybe my post violated something??? Wonder why it shows up under My Posts if that's the case though.

EDIT2: Okay, now it's showing in the Fallout series. I posted at about 2:22 EDT USA and about 12 minutes later if finally shows. Maybe I did do something that required it to be reviewed before appearing. Sorry about this, my bad.

Happens sometimes.

Also, from time to time, a thread I post in does not get bumped to the top. No idea what causes these bugs.

Nah, mate. GOG's forums lack the basic moderation tools of manually authorising posts. Chances are your post just got hung up and didn't get displayed immediately. It's been know to happen here on occasion.
Oh, also there's forbidden words that will prevent you from posting, but GOG isn't about to reveal that list, so good luck!
As others have mentioned, there are numerous reasons why a post may not immediately show up, and it might not necessarily be your fault. All we as the end user see is the result, that the post or message is not being displayed in a timely manner. I, earlier today, posted a lengthy message somewhere, only for the first couple dozen characters or so to be displayed and the rest being omitted. I just pasted the same message again, and it was displayed correctly. Sometimes unknown errors just occur...
Had the delay last month. It happens.
Two persons now reported the same, but were able to post a message when they wrote "test" at the beginning of the message title?

Maybe that is the new norm, every subject must start with "test"?
