I have Stellaris and a bunch of DLC on my Steam account. I'm trying to wean myself off of Steam, and I see that GOG currently has Stellaris on sale. I believe in supporting developers and I greatly appreciate the service GOG provides, but I'm trying to minimize double-buying. Is it possible to use the Stellaris DLC from Steam with a GOG copy of the base game?

I don't think Steam lets you redeem a DLC without also owning the base game there (GOG doesn't); even if they do, however, I highly doubt their client will let you install it onto a non-Steam installation of the game.
I already own the game on Steam, I was curious about manually moving the DLC to a GOG installation. I'm going to be using Steam's Family Sharing to allow my son access to my library, but I won't be able to play anything without kicking him off (at least without some 'offline mode' trickery). I wanted to be able to play Stellaris and a few others I already own there without interfering with his gaming. In any case, I tried it and it seems to work, if anyone else is curious. All that was needed was to simply copy the "dlc" folder from the Steam installation to the GOG folder.

Yep, the copy-paste method will work sometimes. If you already have the game on both services, but the DLC on only one, it's worth a shot. But it definitely won't always work. Glad it did for you this time, though!

By the way, if you're using GOG Galaxy, and you moved the DLC into the folder Galaxy created for the game, I'd advise you to turn off automatic updating for Stellaris, since Galaxy might otherwise detect the unauthorized files and try to "repair" your install. :)

Like HuBlu said, it's definitely going to vary on a game-by-game basis and the only way to know really is to try it yourself (or get someone else to try it).

They won't even let you redeem a DLC code for a game that is free, if that game is not installed and listed as one of your games.
