Do anyone know when the serial key for federations will be release?

Serial keys? Are you on the wrong site? GOG does provide serial keys if needed (specific scenarios). When the product is released then if need be the key will be in your game page when you buy it.
Other than that please clarify?

i have the federations dlc, but i want to register on the paradox launcher, i need the serial key for that, and i alredy looked to the game page and serial key for the ferations dlc isnt there yet

Ah, in which case if you goto your account on the website, under your name, select games and find Stellaris, then look in there (possibly under More) you should find a seial key. For Neverwinter Nights for instance I look under More and tehre is an option for Serial Keys. If there isn't one there and you still need one, then you need to go through Support on the website.

yeah, i alredy did that, but dont have any for the federations there

I would guess you only need it for the main game, not DLC. But contact support if need be.
