Well, err, okay. Seems my hatred relationship with Steam is mutual or something. The card i use here to buy things, steam rejects it with this message for facade:

"Your purchase has not been completed. Your credit card information has been declined by your credit card company.

Note that in some cases, your credit card company may put a 'hold' on funds in your account, but you will not be charged. After correcting any errors in the information displayed below, please try your purchase again."

This good card, i used it here to buy a huge amount of stuff, very recently. And i also charged it anew today, first thing in the morning. I really, really, NEED to get one specific game on Steam, woe on me it is exclusive only there and i promised it to my nephew to play it together upon release...

So, i want to ask 2 questions...

1) What is wrong with purchases in steam? How can i complete the purchase?

2) Would any, umm, kind soul, be willing to trade with me, that game on Steam, for the equivalent sum's games here, on GOG, where my card works normally as intended?

Thanks in advance. Someone ate my card's validity over there, at Steam Store...

KiNgBrAdLeY7:
1) try the paypal option, then use "pay by credit / debit card" - might work
2) you didnt name the game so I'm guessing its really really embarrasing
best thing to do would be to call the issuing bank/credit union/nbfi and ask them what is going on and why the card is being declined.

if they point the finger at steam, contact Steam. if Steam points the finger at the card issuer, then contact them again. usually there are laws that state that if they declined your card they must tell you why. if it was score related they need to disclose the score. but they're not required by law to give you any advance notice that this will happen. usually.

"The card you entered cannot be used for this payment. Please enter a different credit or debit card number."

I wonder why, though.

Steam already said about bank's fault. But i highly doubt it. My card worked normally here, on GOG store. Ice cold.

Damn. Tomorrow morning i should visit that darn bank. This time the bastard manager cannot treat me like a pest; capital controls are almost over, this stunt is simply inexcusable. Assuming that steam is honest and it is indeed my bank's fault.

Whilst possibly a source of income, I suspect he was more interested in how he could transfer that money to steam (unless you know something about the payment system that I'm really unaware of).

I was indeed thinking it may have something to do with you being in Greece, but that would be an uneducated theory at best. If you can't manage to set up PayPal, which is said to be much safer than throwing your card details to everyone, I'm not sure what you could do.
Is there nowhere near you that sells wallet codes?!
- had to use them myself for some time (as I had no means of buying online directly).
Might not be the perfect solution, but will allow you to buy stuff.

Paypal is d*ck. Since months ago, it forbade the paypal "Top Up" option entirely, altogether. Other than that, locale has nothing to do. In the past, i was able to buy from steam, normally (before capital controls). Now i should be able to, since gog accepts my card, just fine... But yeah, my locale is literally, Hell-Ass (with every pun intended. Everything here is chaotic, nothing works, let alone properly, as it should.

Well, i will try visiting that bank tomorrow. I am also worried my money were hold hostage (something steam mentioned about something like that, money freezing with purchase not done and returning in your bank account, many days later).

Is the Sanction on Greece Banks over?

I think the problem is with you living in Greece. Around June/July many big shops stopped purchasing with CC from Greece...included paypal.
My advice is to buy paysafecards. No need for an accaount, and you can pay on Steam and GOG.
Not Steam, but related. During the last GOG sale I made 3 checkouts where 2 of them went fine but the third kept refusing the card. No change in the card and I double checked my funds and even called the bank since they tend to block it *for protection* sometimes and all was fine, tried paypal instead of the credit card payment and went fine.

If normal CC or paypal won't work on Steam, maybe you could try google wallet if they have it? Been a couple of years since I bought from Steam so I forgot.

It is going to be fully over, in June 2016 (or so at least those crooked bastards the politicians announced briefly before). This shouldn't be the problem, though; they are partially over and buying stuff through the internet from foreign companies is already allowed again, since September. Plus, i can buy stuff here on GOG normally; recently i made a killing during Halloween and big fall sale.

I cannot risk trusting any other service than my normal credit. Or paypal. And as i said paypal, due to not allowing top up option and charging me an arm and a leg for dealing with the service (posted on that before, it "ate" me 15 euros in total, is out of the picture.
It is because you are Greek. Check Google.
