If you really believe that the presence of "black men" is a feature that will make your mod more "dirty", then I can only advise to stay far, far away from modding, as well as from this community here. I'm _really_ hoping that this was just a language problem and that you do not really think in such stupid, atrocious stereotypes that discredit millions of human beings simply because of their skin color. Regarding mods with a gritty setting and atmosphere - I think the Shadowrun games may have some mods that fit the bill, since their cyberpunk/fantasy world is pretty dark already. The game also seems to attract decent writers.
Many games have "dirty" mods, however, unfortunately (and it hurts me to say that) 95% of them are just immature crap cobbled together by some kid who thought that it would be "cool" to have such a "badass" setting. They usually do not show any understanding how such communities work, nor are they able to present them in a way that would it make enjoyable playing the mod, unless perhaps the player is as immature as the designer.
If you're considering to _start_ modding, though, the most important advice that can be given to is to start small, anyway. Ideas are cheap and come fast. It's the implementation that takes 95% of the work. Also, you need a clear concept of what you want to achieve. Your very short descriptiion does not give me the impression that you have an interesting story to tell, but rather that you want to create some stereotypical "bad" setting. Such an approach does not seem very appealing to me.
