Has anyone felt while playing the Shadowrun Returns sequels that they build on all possible experience of the player in the game engine for setting the difficulty level instead of the stats of the character?

Shouldn't you be asking this in the Shadowrun forum?
Didn't give it that much of a thought to be honest.
I do remember both Dragonfall and Hong Kong being way too easy even on Hard difficulty though.
