Yes, redeeming keys is always possible, even if the game is not available in your region or country.

Your privacy settings don't allow other users to contact you via private messages though, which would be necessary for receiving keys (posting the codes on the forums obviously isn't safe).

Usually I would restrict this to a minimum rep, but since it's a game giveaway that will have hundreds of keys floating around that will be hard to unload until expiration AND given how pathetic the rep system has become, I have no problem delivering it to any russian forumites unless I knew it was an actual scammer. Which is not the case.

I have no idea either. These people who are abusing the minus button to bully others are actually just highlighting how useless the rep system has become. Just ignore the number under yours or anyone else's name and the orange text written "low rated" and you'll lose nothing, except having a harder time posting links.
