Grargar: Regionally-locked and as I suspected, it was discounted as much only during the Early Access period (the game was fully released on 26 September 2014).

the question remains though: is the GOG version completely on par with Steam, aside from the Steam specific achievements?
Well, it's updated to the latest version of the game, if that's what you mean by "on par" :)
