don't know if it was made in rpgmaker or not, but it certainly looks like it was. surprised to see it here, though m4 seems to have become active here with their questionable catalog.

I dig these bite sized, cheaper than $20 and usually in the $5 or under range, games made in a 16 bit like style, as one might see in something like RPG maker or a similar engine.
