im running a NVIDIA GeForce RTX 2080 Ti

I think Redneck Rampage is 32 bit so will it run on my 64 bit system?

I don't think any of this is relevant, since it runs in DOSbox anyway; which is an emulation of a contemporary DOS environment.

If you see Windows 10 support on a game's storepage, it will also run on 64-bit systems.

DOSBox is already included into the GOG installation files.
https://www.dosbox.com/wiki/Dosbox.conf - if you really want to configure DOSBox (not needed)
https://www.dosbox.com - if for some reason you want a standalone DOSBox or to upgrade GOG's version (it might not be the latest version, not needed)

I would suggest to play Redneck Rampage under BuildGDX source port (smooth 1000 framerates or limit by your monitor refresh rate if v-sync enabled)
http://m210.duke4.net/index.php/downloads/category/9-gdxpacks (look up BuildGDX Release v1.15 (with JRE)) - but you'll have to invest some time into setting up the CD music, I wasn't able to do it on my first try but I know it's possible, I think that CD cue sheets is a bit off.

No need. As Cadaver says, GOG already bundles it. But if you do want to custom configure, I'd suggest Dosbox Staging, as it uses technologies from this side of the decade.
