I don't know if i will purchase Elex, to be honest, i love Gothic 2/3, Risen is ambiguous. I only liked Risen 1/3 after learned magic because is ridiculous how the character needs to dance ballet and overswing in ever sword strike. For a comparison, a sword strikes takes 0.5 sec in G2 while takes 5 sec in Risen. Push a pistol, fire a round and put back a pistol in pocket is faster than do a sword strike due the "ballet" rotating-strike animation.

So my questions.

1 - I will be able to play in first person? I prefer first person and have played G2/3 in 1stp

2 - About combat., i will be forced to play in melee?

According to gameplays, the melee combat is pretty similar to Risen 3(worst piranha bytes game in therms of combat). But i will be forced to play in melee? They will add a ludicrous 14.5x114mm rifle that is useless? Like in Risen 3. Crossbows and pistols are by some mysterious reason are only effective in melee range(yes, you character can slay titan lords, but can't hit a target 2m away using a crossbow)

I din't purchased R2 by this reason. I can enjoy the game despite some flaws, but be forced to play in melee with a terrible melee system is not worth my time and money. I rather play other games, or go to a firing range to spend my time/money...

3 - Will be magic avaliable in game? Can i be a "technomancer"?

I generally play video games to do things that i can't do in real life. I can practice with guns/sword, but i can't trow fireballs with bare hands in real life.

There are already lots of gameplay videos on Youtube which may at least give you some hints. I think besides melee combat you will also be able to use guns, including some futuristic weapons (laser guns etc.). From what I saw they do not seem to be very powerful, but that might be because the player's level was still too low. Keep in mind that Elex is an RPG and not a shooter, therefore balancing the power of each weapon (type) is crucial.

So far all gameplay footage was in 3rd person perspective, odds are there will not be a 1st person mode.
high rated
NEVER preorder. Ever.

The majority of gameplays that i've found are in german. I've found very little information about the combat system(if the game will force a terrible melee for hours) and magic.

About the power of weapons, i agree but fallout is an RPG and gun damage are more dependent of physical factors than your character skills. They balance the game in different way. For example, if you try use anti materiel rifle with a very low gun skill you will have a very inaccurate unstable aim. IMHO is a better way to balance guns since guns aren't like bows/crossbows. A small fry weak guy will never be able to fire a over 180lb(draw weight) warbow.

About 1st person, in G2 you need to change zDontSwitchToThirdPerson=0 to zDontSwitchToThirdPerson=1 in ini files otherwise the game will put in 3rd person after you select a weapon/rune.

Randalator: NEVER preorder. Ever.
I changed my mind and will not preorder. I have to little information and the game can be very bugged or unoptimized. I will wait at least 1 week.

well... nowadays, Developers are always "in a hurry".. wait at least 2 to 3 months ! I'm not kidding sadly....
Ahhh... good old time with cartridge games. it's past gone now... even on the switch
The only reason you should EVER pre-order is if the game is a physical/retail version, and even then only if you expect the print run to be limited, and even then only if the game is really just a port of an existing title from another platform. Even so, there's no guarantee that the port will be of reasonable quality, but at least you have a reasonable idea of what you're getting.

You should NEVER pre-order games just to get a 10% discount or a worthless virtual trinket (skins, loot boxes, backgrounds, etc.) If the 10% discount is worth that much for you, wait for a while for the game to go on sale.
Why not wait until the game is out, and then, after doing your research, decide if you want to buy the game or not.
Like other folks above me said, never pre-order.

or if it is a developer you trust and like, and you want to support. For example, I would pre-order Creeper World 4 in a heartbeat, if it was possible, but Elex I would wait with until it is released.
