So someone has gifted me some DLCs for Stellaris on steam but I own the on GOG, is it possible if my steam library is linked to GOG for the steam DLCs to work with the Stellaris base game. We were talking about the game and what DLCs I was missing and this kind gentleman bought them for me as we were talking but unfortunately they were on steam. Should I tell him to refund them before I accept the gift or can it transfer?

No, that is not possible, you have to have the basegame on Steam to download the DLCs.

i_hope_you_rot: No, that is not possible, you have to have the basegame on Steam to download the DLCs.
