Do they count for the ''spend X amount of monies'' offers that happen on major sales? If, e.g. I had to spend 15 euros to get Tales from the Borderlands, could I use wallet funds I bought previously?

They do, but you need to spend them (merely converting your real money to wallet funds isn't enough).
