I bought a game and it only appears to download on the browser. when he goes to the louncher he asks to buy the game.

So download the offline installer? It’s much better anyways.

Try to quit Galaxy (really quit, from the tray, or it will just minimize) and restart it.
If that doesn't help, simply download the offline installer, use it. Then Galaxy should pick it up too. If not, import the folder.

Wish I could help more, when I buy a game on the website it shows up as owned in Galaxy immediately. I use Ctrl-F->type game name in Galaxy, and it shows as owned and I can install it.
