They all do. NATO, Warsaw Pact, the banana republics in Latin America. Everyone plays the same game, they just use different actors.

Do a search for Operation Gladio or P2OG, just to name a few. I'm not as familiar with eastern or European intelligence operations. Haven't done my home work. Probably should.
