It's a site bug. GOG does have CAD support + some regional pricing for Canada, so in whichever account doesn't let you select Canadian dollars (or seems to have bizarre prices), just place something in your cart and go to the checkout -- you don't have to actually pay. That should reset your account to your normal locale & chosen currency.
