Check your privacy settings on both steam and gog, it didn't appear for me either until I put them all on public.

I don't know what to tell you, it appeared for me on connect however nothing happened when I activated it.
Maybe it wasn't ready yet and GOG deactivated it for now.

All we can do is wait for gog to respond

Probably was unintended. Either that or it’ll come later during the next big sale or something. I’m okay with spending the full $30 but it would still be nice to get the sale.

At least I got a discount on Blood Fresh Supply.
