The GOG Galaxy piece of shit intermediate software is definitely knocking down the 2FA from paypal so it spins forever. Best to buy through the website which is what I did when I got the same issue.

PP had (still has?) some serious security issues lately.
Maybe it has something to do with that?
(I haven't used PP since those issues came to light, so I can't tell, whether the service works normally again in other cases)
I just tried making a small purchase with paypal, did the security check (slide a bar to one direction ), and then it said I was blocked. I made the prchase anyway with my CC but, that was still quite strange.
Real question here: Why people are still using Paypal with how much they're charging for transactions ?
Heard a lot of issues with paypal lately from different sources and on different platforms: games, streaming, subscriptions etc.

Guess they are not even the record-breaker. In many cases transaction-costs of up to 10% is a usual case. A customer may not see much of it until a merchant is "charging them" for the additional costs. I guess lowest merchant-fee is about 3% and highest can reach 10% or even more of the "goods value", dependable on certain factors.

Paysafecard is probably with the highest transaction-fees, although, this method seems to be the most secure one, so there is lesser hassles by buyer-disputes and whatelse, finally leading to losses on both sides including admin-costs which are always huge. Another advantage is that they may not debank the sales of "forbidden games", so even lesser hassles on both sides. No matter what game, the publisher (or shop) may always get their money, so i guess "safe" is a good word for it.

Stop using PayPal. Seriously. With the amount of horror stories of them randomly freezing accounts and money due to "unusual activity" or whatever, its popularity is honestly astonishing.

In my view, the ones "In power" are demanding a lot, so it is no surprise those involved got a massive salary, way above of most "commoners". However... it is no secret that certain groups of the industry, such as insurance, banking and as well IT (datacenter and alike, nothing works without data-management) got the highest salary by far. So they naturally are as well the ones with highest power, because "money does respect power, nothing else".

So, crypto currency in theory could remove many of those "dependencies" as it may reduce the access of those "in power" but there is still someone which is handling it infrastructure and those as well are creating some power-based influence leading to some sort of "corruption".

Then there is the issue of low acceptance "in the real world", so there are trade-losses if we need to exchange crypto coints with fiat coins first... in order to buy something. So, there are always a lot of issues and "corruption" is probably the second name of "currency", if you enjoy it or not.

I hope you may find your best solution but for sure the worst that i think can happen is if anyone is telling us "what we are allowed to buy with our coins", because as long as it is not officially forbidden by law those making those rules got no saying here and are even acting illegal or at best in a highly "gray area". Fact is, several payment companies are still doing it which in my view is some form of "economical bullying" for the sake of own "political or ethical views".

Not looking for a solution here, I'll just use credit card until it breaks. If it does buying games will probably be the least of our problems.
Perhaps the games break faster than the credit cards, because the demise always depends on the peoples believe. If they believe that they are doomed without a credit card, then it will probably be the last thing that may "leave you", as willpower means a lot.
