I noticed Paypal has recently started charging me 1% foreign transaction fee for purchases I made on GOG web site.

I don't use PayPal but I get those fees on my credit card statements whenever I buy here.

Wait, you're using USD and paying in USD? They still charge 1% after that?
Hmmm... now that you mention it, I used to get these kind of fees on online purchases, but they came from my bank, not from PayPal.

It all stopped when the debit card I had associated with my PayPal account expired. I replaced it with a credit card, and I stopped getting fees from my bank. Which seems very silly to me, since before I was immediately paying my purchases whereas now it's my bank who lends me the money till the end of each month... :S

Probably because the bank gets to charge the vendor merchant fees, which are higher than 1%.

Gog is in Nicosia or something or I see Nicosia, Cyprus mentioned in bank statements. So probably that's not because of the currency, but because they're registered at Cyprus?

IDK, not a problem here as my bank doesn't charge a nickle when I buy from foreign countries (China, Japan or US)

Yeah, it must be something like this. One thing is sure: a bank will never allow for them to lose a single cent, but still I find it quite honest of them to stop charging me those fees (when they could have been charging both me and the vendor and I would've been none the wiser :P)

I have to be honest, I'm surprised at this as well. I tied my secondary credit card to my Paypal account when I first created the account years ago, so have never had extra fees charged for transactions. I was surprised they were charged to people paying via debit card/Paypal when I first read about it.

It depends on the card I use. One of my cards dings me the foreign transaction fee and another doesn't, regardless of using Paypal or not. (And I'm in the US.)

I think I've had that in the past (can't remember if it was PayPal or my bank doing it in my case, though). I wouldn't call it a "problem", as it didn't particularly surprise me when I noticed it, but yeah. However, I just checked both my PayPal receipt for my most recent purchase from GOG, and my recent bank transactions, and neither showed any surcharge; and I'm pretty sure a lot of past purchases haven't had one either, so I don't know what the deal is.

EDIT: I'm guessing it's related to your bank/ the card you're using, unless you actually see a notice somewhere that says it's PayPal adding the surcharge.

Yes, you are right. It is my credit card issuing bank that is charging foreign trans fee. (I called the issuing bank this morning and confirmed they are the one charging me foreign trans fees).

Also I don't see foreign trans fee listed on my Paypal's transaction lists.

I also remember I changed the credit card linked to my Paypal account a week before started making more purchases on GOG.

Both my old card and new card issuing banks have 1% foreign trans fee policy but the old card never charge me foreign trans fee for GOG purchases if I make purchases via Paypal.

Anyway, I can always use my Capital One card to avoid foreign trans fees.
