And now they've changed the text on the game page. Just a few minutes ago it said that Steam keys were limited but that once they were no longer available you would still be able to get the game DRM-free. Now it mentions that you are required to have a Steam account.

Yup, need an steam account to get the DRM free game on humblebundle. Sent a ticket two days ago about this.

In regards to redeeming the title, please be aware that a Steam account link will be necessary for receiving any free games offered through our site, regardless if the offer includes a DRM-free copy or not. You can always link a Steam account in order to receive the DRM-free item, and then once it has been received, unlink the account. Any information in regards to the account won't retained if you do so.
So it is not free. You need to pay by creating a Steam account (if you don't already have one) then temporary link it.

Humble Bundle's customer service have just told me that:
For the free games, a Steam account is required to prevent abuse of the promotion.
Would it really be easier to abuse the promotion of a DRM-free game if you were allowed to claim the freebie by simply logging on to your Humble account? Is it any harder creating multiple Steam accounts than Humble ones?

Agreed but not everyone is on a network that allows access to their DRM servers. Steam is blocked but Kink isn't. Gotta love our local library system. ;)

Yes, I believe it would be easier to abuse without the steam account requirement. It's an extra hoop to jump through.
I guess it's because Steam accounts are harder to create for bots as they require solving captcha while humble doesn't. Also, they can run checks on the Steam accounts like if they are still locked (not having spent $5).

What they should do instead is providing DRM-free only copies for those who haven't linked Steam accounts. That way they wouldn't have to worry about Steam keys being abused.

Absolutely! But I guess they have a vested interest in getting as many people as possible to link their individual Steam accounts (and for those who aren't already Steam users to join the congregation). If that's not the case, then it simply makes no sense for them not to provide the option you described.
