I would say an "official" forum would be found on the CDPR site. There is no Cyberpunk 2077 forum here since it's not a product in the catalog. gOg's forums for the The Witcher games are found here:

It appears they are correct about needing a gog account to use the cdpr forum though. Your login state doesn't transfer between the sites though from what I can tell. So you need to create an account here and then login there. Interesting that they share a user table for the site databases... I don't remember seeing any mention of that anywhere.... that's somewhat annoying.
