A game that looks like Fallout, I think it came out either at the end of 2024 or this year.

It's a 3D game with cell shading, and the story is about a group of people who are on the run, I think they're trying to escape from the government.

In the trailer, you see a woman who uses some kind of power to influence a guy and force him to obey her.

Bethesda Fallout (FPP or TPP) or Interplay Fallout (3D Top-Down Isometric)?
