Pheace: As for your 'question'. So basically your issue is that it doesn't say "Q:
Can you give a gift to people outside your region if gifts in your region have region restrictions? A: No" ?
My question is the part I painted in bold. Ofcourse it was clear that if you buy a game as a gift for your current region you wont be able to gift it to someone outside the region. However, that doesnt mean that there is no other way to gift someone outside the region. Forexample there could be an option to gift someone in an other region by paying by their standards. Like I want to gift to Sandra living in Sweden. I choose that person in my friend list to gift and on payment section it says "This game is 10€ for that person's region, do you still want to gift?".
See the difference? I dont blame people who cant see the difference at first. It took 10 days for STEAM support to understand the difference.
