I mean, I'm not saying that the neighbor necessarily has to take action, but at least make sure the guy knows.

It probably isn't like this in other countries or even states, but over here, there's actually a law which allows you to report people whose dogs won't quit barking past a certain time (I think 10 PM?), keeping the neighborhood awake.
Where I live, in South Africa, I can call the police after 10pm, or anytime if the dog becomes a serious nuisance. But considering that it's a very yappy dog, and in an apartment complex, they might put him to sleep.
