It's some letter D's (For DOWL) rotated into a sphere-like ball thing, rendered with some filters over it. So it's pretty random I guess, but it looks quite cool.

That depends very much on what the folder is and contains. Be careful, just moving a folder may make the item no longer work. If it is an installed program, uninstall and the install to the new location, this ensures all reg entries point correctly or dependancies are linked correctly. If it's just data then cut and paste.
