Pretty much the title say all but practically, there is a notification "1" that show up on the "Account" tab, when clicked it is revealed that the "Chat" that have something to let me know. When click on chat then I get this message

" You have no active conversations
Explore our community section, where you can join public conversations about various topics and start private chats with other GOG.com users. :) "

This "1" doesn't get away and is there for at least maybe four months. Really had enough of it.

How I get rid of it?

Maybe your privacy settings are blocking incoming messages? Check 'My Account' -> 'Orders and Settings' -> 'Privacy'

ok, I've checked and it was everything set up to open. I've changed to "nobody" on both options. number "1" is still there :(

Might be that a spammer sent you a message and was then banned before you noticed it. You can't read the message because the other user doesn't exist, and you can't get rid of the "new message" notification because you can't read the message. Or there's some other bug, I don't know. Ask support about it, they're the only ones who can actually fix it.
