You may want to try unplug it. Some people experienced issues with DOSBox and a controller in Windows 10: as if DOSBox were unable to use the controller's driver properly.
I see you can launch DOSBox if in safe mode: there probably is some driver which makes DOSBox hang and, booting in safe mode, this driver isn't active. It could be the controller's driver or another one: hard to say.

You could even try another DOSBox build.

It's not the Steam Controller - DOSBox is working fine now, I'm not running it in Safe Mode.
