I see with Steam there's links to manuals. But when i downloaded the gog game I bought, no manual I could see. Also steam has sub forums for specific games, like many many of them. Does GoG?

GOG often offers game manuals as "extras" (in the download view, take a lot at the column on the right), but not for all games. They cannot be seen if you haven't bought the game.

Most GOG games have their own specific forum. You can see all of them at https://www.gog.com/forum (Game specific forums), and just yesterday they added links from the game cards (at any game page in the store, look for "Links: Forum discussion", under "Game details").

Some games the manual may be packed in the directory of the game itself. i've seen this a few times.

Also, keep in mind that some games just use the ingame help system or throw the manual in on download.
GOG has manuals in the extra downloads section.

There should be a forum for every game on GOG, although some games have a series forum instead of an individual forum for each game.
Lots of GOG games do not have any manuals at all. They are not hidden in any special places within the GOG interface; they are simply not there anywhere.
