If you're talking about a digital download, then nowhere legal, as far as I can tell (though you can probably find it easily enough as "abandonware").
If you're okay with getting some physical version (which may cost a fair bit, and may also require some tinkering to get working), try Amazon or eBay or the like.

You might also want to vote for it on GOG's Community Wishlist -- here's a link to the wish for it that has the most votes:

OMG, Hear! Hear!

Sadly so many of the "golden age" golf games were tied to licenses that have surely long expired and nobody wants/can revive them... Tiger Woods Golf, Jack Nicklaus Signature Edition, David Ledbetter's, British Open Golf, etc. etc.

But how about Links 386 Pro or the Links LS series from Access? Man I used to love those games. Quite relaxing, and I even played a few rounds via email over CompuServe back in the day. I recently noticed there are a couple newer/modern golf games out there to be played, but I sure loved the Access games.

This should be a lesson to any game that wants a tie-in license... you're robbing yourself of future sales when the license expires.
