SpaceMadness: Underrail perhaps? Humans and robots don't respawn, but animals do. You might want to go the classic xp system instead of oddity if you want to gain xp through combat rather than exploration. Unique items exist, but otherwise loot random. It may not fit your criteria, but it's the closest I think of at the moment.
I would prefer it if human and robot enemies, if present. *did* respawn.

Also, what happens if you try to go to the furthest areas of the map right away?

Early on, there is obstruction that makes areas inaccessible until the you acquire items (unlocked after a story quest) that can get rid of them. After the slow start, the game opens up a lot more, with stronger enemies being the deterrent if your combat and/or stealth abilities don't cut it.

[ ] well... by default there's no permadearh, even though it's a roguelike. but there's no "user-friendly" save\load as well.

Sounds like you really want to play a new imagining of the original Dragon Warrior/Quest. Or perhaps, a ...randomized... version would be to your liking?

Alternatively while it's not open world the original Zeboyd Games, Breath of Death VII and Cthulhu saves the World are all about character building through battle. Level up's give the choice of what abilities to learn so you'll end up with a customized group of characters at the end. Presumably https://www.gog.com/game/cthulhu_saves_christmas would be the same style (looks to be plot heavy however), though I haven't played it.

I actually *have* tried the randomizer (albeit an older version). It can be fun, but it feels like the world is a bit largs.

Also, randomized seeds tend to be a lot more chaotic than the vanilla game. For example, in vanilla areas farther away from the start have more dangerous enemies than those near the start; this means that you never have to go through a more dangerous area to reach an area with weaker enemies. In the randomizer, all bets are off, except that enemies past a certain strength won't appear right by the starting castle. (With that said, I have watched some seeds in which the starting area has no enemies that a new level one character has a decent chance of defeating, and those seeds can be frustrating.) There's also, of course, the danger of red dragons ambushing you and not letting you go where you want to go; in the vanilla game, that particular enemy can't appear except in the final dungeon (which is the one place you can't reach without completing certain tasks from the start). There's other differences, like the fact that enemies in the randomizer give more XP than in vanilla (using the SFC values except when they exceed 255), as well.

In any case, the randomizer, while it could be fun, is definitely a different experience from the vanilla game.
