If you buy a game from a Steam key seller, you won't give any money to Valve. If the developer/publisher have their own store selling Steam keys, they can potentially take 100% of your money. Otherwise, the other store will take the cut, instead of Valve.

Now, if the game in question is Cyberpunk 2077, then the Steam version is only available on Steam.

Although the key seller will have had to get their keys from somewhere, which would usually mean that someone, somewhere has given Steam some money for that.

Yes, they get them from the developer/publisher, who in turn gets them for free from Steam.
