Okay, asked this question about a year ago, but it seems something about the layout changed, and the old trick that you had to click on the drop-down menu behind the "LANG" no longer works as there is no longer a drop-down menu.

So, how do you download the non-English offline version of a game nowadays?

It's still there, but it's not applicable for all games. If a game's storepage mentions multilingual support, but you don't get the choice to change the language via the drop-down menu, then the installer is most likely multilingual.
