Hi, I live in North America and got TW3 loaded up but I cant find korean subtitles, I know it should be there but the only asian language in the option menu is chinese. Any suggestions?

I've looked around and the official release shows that Korean subtitles should be available. I'd suggest probably contacting CDPR support about it.

Assuming you're Korean, have you tried looking at the forums in Daum and Naver for others who've purchased the game? Maybe they might know more.
