Please navigate to the game's main configuration folder(default: C:\Users\*YourUserNameHere*Documents\The Witcher 3).
- Remove files: user.settings and user.settings.bak.

I can't seem to find these can someone help?

I'm not sure what you're asking, so I'll give you two answers:
If you're not familiar with how to navigate the files on your computer (I don't mean to be condescending at all with this, trust me, I've been there before and know how it feels),you should be able to go to something called "File Explorer" and then copy and paste "C:\Users\*YourUserNameHere*Documents\The Witcher 3" into the top bar, replacing "*YourUserNameHere*" with whatever your login name for your profile on your computer is. The files user.settings and user.settings.bak should presumably be somewhere in there, just delete them from there.

If you mean that you got there and don't see those files at all, perhaps you could provide a screenshot or somebody else can help you.

There is a missing slash in the provided path and the folder is My Documents, not Documents.
It should be: "C:\Users\<YourUserNameHere>\My Documents\The Witcher 3". Replace <YourUserNameHere> with your Windows login name.

You can also navigate there faster by clicking on the Start Menu and selecting Documents. (example provided for Win 7)

Documents is on Win10, My Documents is on Win7. Unsure about Win8.
This also assumes English language for Windows, since those folders are localized.
