Im from Mexico, i have no cards and i only have Google Pay, i made a recharge of 10 dolars today to buy a game but its still asking for a card info. I though it was for my founds but no, i want to buy a 3 dolars game. How can i buy it with out a card info, with ONLY Google Pay?

If I remember right, that's the expected behavior, Google Play not working without credit cards linked.
One thing you could do is to make a prepaid PayPal card and charge it with the 3 dollars, then use it to pay instead of Google Pay.
