The document was uploaded a few months ago and the web page is ending with: ".pdf". I already tried on google.com with inurl: typed before the web page, but I got nothing.

I had 24 hours to write an appeal, which I did, and now they claim the document was online 2 days before I made the appeal (a blatant lie, I checked the page very often).

I know some gogers are tech savvy, so is there a way to find the date (day and hour) whan was the pdf published?

Try checking for arhived web pages.

Yes, I am. I sued them and they claimed I made the appeal to late.

Try finding archived page in some google web storage... sorry my memory on information technology & searching is fuzzy.
If you remember some special text content from the pdf you can search google with
filetype:pdf content

There is a Chrome add-on called Finitmus which checks the publish date for any webpage (including documents):

http://www.finitimus.com/

It pulls the date/time stamp of your current URL from the web server. Note that this won't show when the document was FIRST published, however. It will only show the date of the most recent publish. So if they posted the document on Monday, then posted an updated version with the same name on Wednesday, you'll see it's publish date as Wednesday.

I think the only way to absolutely confirm the first date of publish would be to subpoena the web server admin and pull server logs.

Did you find something that works? I know a good website that you can edit PDF documents really well. Still, I think that you can check the history of the file itself. There must be a way to check if they are lying, and by the way I believe they have lied in this case. Anyway, I hope that you win in this situation, I hate when companies try to do this. Anyway, anytime you need to edit PDF check out the website, it can be a helpful tool in this fight.

No, unfortunately.
I wonder if there was meta-data within the pdf file that would say when it was created... Though created and published are quite different.
