I can understand how these things work, simply because no matter how good your own connection is, you are still at the mercy of what's getting provided at the other end. If SBS online only streams at 1500k then that's all I get, that's all I see. If I then go the NHL.com and watch Ice Hockey at 4500k then that's what I see. I know what the different bit rates look like. If you really are watching 1080p at a decent bit rate, then you are getting way above 700k downstream rate, you must be. In fact your full 5.5mbps is barely adequate for 1080p at HD quality...generally > 7Mbps is needed, preferably a lot more. 5.5 is fine for 720p. Just because you're clicking on 1080 on youtube doesn't mean that's really what you're seeing.

Now as for the governments internet filtering, I've seen the plans. I mean physically seen them. It began in the Gillard era, they paid a lot of money to research the feasibility. The governments since have been sitting on it. There's a few reason why they haven't tried to bring it in yet. One big one is that companies like iiNet that use their own owned assets would take such a thing to the courts and maybe even win. But what will happen when the government owns and leases the assets they use? That's what they are waiting for, NBN to be finished and have a majority national coverage. Which is many years away.

Why are you trying to explain things? There's absolutely no interest from my end... please stop. I know what's happening in my household, and I don't need you *trying* to tell me otherwise.
