So i recently bought the saboteur because I forgot about this wonderful game i played years ago, and i realized it was in 800x600 for some reason. I found the video settings in the files but after changing it to max graphics and 1080p resolution, it saves the setting but doesn't actually take effect..game is still 800x600 and very blurry. Why these settings aren't in the in-game menu is very annoying.

Also, selecting video setting from the gog app doesn't do anything, it opens nothing.

If you installed the game in Program files folder, try to install it somewhere else.

I have it all installed on my HDD as my SSD is only 250 gigs and i save that for games that need that loading boost lol.

Have you set refresh above 60hz? For whatever reason if you go beyond that it'll revert to the default settings.
Make sure you have the latest patch downloaded and installed - https://www.gog.com/forum/the_saboteur/videosetupexe_doenst_change_videosettings
I will put this here, just in case: http://pcgamingwiki.com/wiki/The_Saboteur
