Ok, I must be losing my mind. I looked through my post history because I had this issue a while ago, and I went back and read the solution. But it doesn't seem to work now.

I have an issue with text not being properly aligned in menus, and the solution that worked before was "right click the shortcut, change compatibility mode."

But now when I right click on the shortcut, there's no option for changing compatibility mode, either in the Steam icon itself or in the desktop shortcut. Am I a moron? Am I overlooking or missing something?

edit: changing monitor resolution has no effect.

When I right click on the link in my pinned menu and go to properties there is a tab there for compatibility mode, Windows 7 64 bit

Yeah, I don't know... when I right-click properties on the desktop shortcut I get four tabs: general, web document, security, and details, but none of them give me the option for compatibility mode. In Steam I get general, updates, and local files, but again, I'm not seeing anything anywhere about compatibility mode. I know it worked last time, but I can't wrap my head around why I now have no options for compatibility mode.

Marked as solution so you can get the points! I'm just going to give up on it for now. Still no clue what happened to the compatibility options. Oh well!

I wish you luck in getting it fixed!
note to self and if anyone else stumbles upon this:

must right-click the .exe file to change compatibility, not the shortcut, and change to win 98.
