1: The games that are downloaded are DRM free, meaning once they are downloaded, you don't have to phone home or make any check whatsoever. They are not externally dependent on anything.
2: You won't be able to transfer any games from one account to another. Because of the DRM Free nature, there would be no check system to keep one person from downloading the games and then transferring the license, making two working copies.

Technically, this is a violation of the ToS.
In short, you're good on the games. But if a Blue sees this It could adversely affect the account. I'd delete the text of your post if this answers all your questions.

You mentioned purchasing games for both of you. From a legal standpoint that means buying two copies. In that case, you would buy one for yourself and then buy a second copy as a Gift. The gift code (which should show up in your email and also under Orders and Settings) can then be sent to your friend and he can redeem the code.

If budgetary matters are a concern, note that there are sales around here all the time. Just had the big Fall sale, and the Christmas sale oughta be coming in a couple weeks. And there's the Weekly Sale, usually offering anywhere from a dozen up to about 40 titles any given week. Plus there are the release discounts, etc., etc. If you'd like to see what discounts are currently active, take a poke at this link:
