I bought streets of rogue character pack for my pc and i got a PKG File but dont know what and where i have to do with the file to access the 6 new characters

PKG is a Mac file format. Make sure you have the Windows version selected in the library before you download the DLC installer; it should be an EXE. (It's supposed to autodetect which OS you're on -- and usually does -- but once in a while, there's a hiccup. :P )

Hiya mate, really getting into Streets of Rogue, not played the new characters yet, i wanna do the 5 npc first and checkout the industrial level, the game is addictive, cheers again 4 ur help

Yeah, it's pretty cool, and sadly overlooked (especially on GOG). I've played it a ton, so if you have any questions, post 'em in the game forum -- I try to check for new posts once or twice a week.
