If you like retro city rampage, there is also Shakedown Hawaii which is similar.
Oh, right, Telltale's Back To The Future game also happens in the 80's.

... and 1955, and 1885... :P
Another solid thumbs up for Far Cry 3: Blood Dragon. Doesn't get anymore cheesy 80s scifi-action than Michael Biehn throwing ninja stars and shooting lazer weapons. The soundtrack is awesome synth music done by Power Glove for the entire game. Nobody knows who they are, but they're on my playlists, so they must be good.

The intro and 'tutorial' alone will make you wanna play the game.

Breja: Crossing Souls (though after a really good beginning the game somewhat disappointed me, especially at the end)

Beat Cop (fun, unique idea, though it does get a bit repetitive towards the end)

Knights and Bikes (fun and has some charm, but very easy and meant mostly for younger audience I think)

Billy Masters Was Right (short, but really well done adventure game)

Urban Witch Story (though I didn't beat that one, I got quite stuck eventually)

Party Hard (I'm not sure when it's supposed to take place, but it feels very 80s)
Can second Billy Masters Was Right, it’s the most fun point and click I have seen in years.
Sid Meier's Covert Action is definitely a giant glimpse into 80s international instability.

Hunt for Red October as well, obviously.
