idbeholdME: Yes it is. A game on Steam can have a forced ownership check before it lets you access the workshop. I've downloaded mods for some games with SteamCMD and haven't encountered that yet, but it is a possibility. Not sure if it's per mod and set by the mod authors or globally by the publisher/dev.
Which I'm going to be completely blunt towards the developers/publisher who do this:

And that is utterly asinine. The mods are free, Steam just happens to be the sane way to get them.
